The inception of the Student Ethics and Constitution Commission (SECC) marked a significant milestone in the evolution of student governance at IIT Madras. Established with the overarching goal of completing the student government branches, the SECC took on the pivotal role of ensuring the enforcement of the IITM Students' Constitution on campus. This encompassed the resolution of conflicts within the Constitution's purview in a procedural manner, granting students a platform to articulate and address issues while seeking enforceable resolutions.

    The Students Ethics and Constitution Commission (SECC) is a key student body set up with an aim to complete the Students Government branches at IIT Madras. SECC plays a pivotal role in ensuring that IIT Madras Students constitution is enforced on ground and provides channels for students to resolve conflicts in matters under purview of the Constitution, in a procedural manner. It equips them to formally frame and argue issues of their merits, and to seek enforceable orders.

    SECC plays an important role in ensuring fairness and impartiality, protecting fundamental rights, oversee legislation while maintaining a harmonious environment where the common good of the students committee is saved, guarded, and nurtured. With its penchant intent for transparency, SECC allows students to have confidence in its justice delivery system.

    The successful execution of Block Chain Technology in its general elections 2023 by SECC, marked a historic implementation of India’s first ever block chain-based elections at IITM campus in March 2023 committed to fair and fraud resistant voting and setting a new standard for electoral procedures on Campus. This has show-cased IITMs dedication to leveraging cutting edge technology for betterment of democratic practices. It gives me immense pleasure to introduce SECC and its activities to the visitors of this new website of SECC. I would take this opportunity to wish SECC continued success in all its activities in enriching students’ life at IIT Madras Campus.

    • Mission & Purpose of the Team

      “Bonum commune communitatis” To serve the students of IIT Madras by exercising powers of judicial review, regulation, accountability and corrective measures to aid the cause of a more harmonious union of students at IIT Madras, guided by the principles of liberty, equality and justice under the constitution. The Student Ethics and Constitution Commission is the regulatory body of the Student Government at IIT Madras. SECC plays a pivotal role in ensuring that the Students’ Constitution of IIT Madras is enforced on the ground and provides channels for students to resolve conflicts, in matters under the purview of the Constitution, in a procedural manner. It equips them to formally frame and argue issues on their merits, and to seek enforceable orders. The Commission consists of a Chief Commissioner and two Commissioners apart from the Faculty Advisor.

The formulation of the "Rules of Procedure of Student Ethics and Constitution Commission" was a significant stride in this direction, cementing standard practices that aligned with the regulatory functions of the SECC as outlined in the Students' Constitution. Acknowledging the guidance of their Faculty Advisor, Prof. Sudarshan Padmanabhan, the commission's founders laid the groundwork for its functions through insightful discussions and deliberations. The contributions of past members further enriched the SECC's approach to governance.

      The SECC's vision extended beyond its own operations; it aimed to educate the student body on their rights, responsibilities, and the etiquettes of engaging with a formal complaint redressal mechanism. The commission envisioned an active role in nurturing awareness among students about the Constitution's framework and mechanisms for conflict resolution. Throughout its journey, the SECC has been steered by dedicated commissioners as Chaithra A Navada, Gudi Ramcharan Reddy, and Jeswin Tom Joseph, who have demonstrated their commitment to upholding the values of ethical governance. Their dedication culminated in the approval of the document by the Student Legislative Council, validating the importance of the SECC's regulatory role. As the SECC continues to evolve, its legacy stands as a testament to its vital role in shaping a democratic and accountable environment at IIT Madras. The document's successive approvals signify the commission's adaptability and continued relevance in maintaining a balanced and just student governance system.

      About SEC

      The Student Election Commission (SEC) at IIT Madras traces its roots back to the inception of the Student’s Constitution of IIT Madras, established as a pivotal institution within the campus, the SEC was born to uphold the principles of democracy and ensure fair representation for every student. The history of the SEC is intertwined with the evolution of the Student’s Constitution of IIT Madras, which laid the groundwork for student governance and participation. With the Constitution's adoption, the need for a dedicated body to oversee and conduct student elections became evident. Hence, the SEC was officially formed to fulfill this vital responsibility entrusted to it by the law of the land , Student’s Constitution of IIT Madras. Over the years, the SEC has played a crucial role in organizing and overseeing numerous student elections, including those for executive council posts and other elected offices. As a custodian of the democratic process, the SEC has continuously strived to maintain the sanctity and legitimacy of elections, empowering students to exercise their voting rights with enthusiasm and responsibility.

      Throughout its history, the SEC has faced challenges and opportunities to refine its procedures and guidelines, ensuring that the electoral process remains transparent and fair. The commission has consistently adapted to the changing needs and expectations of the student body, promoting open debates, outreach forums, and SOAPBOX events to foster student engagement and informed decision-making. As the years have passed, the SEC has garnered immense respect and gratitude from the student community for its unwavering commitment to democratic values and governance. It stands as a testament to the progressive and democratic ethos of IIT Madras, symbolizing the collective voice of students in shaping the institution's future. Being an integral part of the technological institute, it is crucial that SEC keeps on upgrading itself and its procedures with technologies like online voting, blockchain voting and so on. Recently, in the year 2023, SEC successfully conducted India’s First Blockchain-based Elections at IIT Madras for an electorate of 11,000+ students. Today, the history of the SEC stands as a proud legacy, exemplifying the spirit of democracy, inclusivity, and responsible governance at IIT Madras. As the institution continues to evolve, the SEC remains an integral part of its journey, steadfastly ensuring that students exercise her political rights and their voices are heard.
